La actividad generó un espacio de intercambio entre representantes del sector público, del sector privado y de distintas organizaciones sobre algunos de los temas más relevantes para el desarrollo del país: infraestructura energética, inversión y empleo.

Our Senior Associate Antonella Llamas participated as moderator of the panel “Freedom of Association, Collective Bargaining and Collective Action in the Platform Economy” at the XXIII Ibero-American Congress on Labour and Social Security Law, held in Asunción.
 
Over three days, the Congress brought together legal practitioners, judges and researchers from across Ibero-America to discuss the challenges of digital work and social security in the algorithmic age.

Through the participation of our team in forums like this, we continue to strengthen our presence in the conversations shaping the future of labour law.

Together with KPMG Uruguay, we hosted the “Infrastructure, Energy and Financing” event, which brought together nearly 80 representatives from multilateral organizations, public institutions and private companies in Asunción.

Across three panels, we discussed some of the key conditions and priorities for accelerating infrastructure and energy development in Paraguay: from building a pipeline of executable projects, to creating the conditions needed to access financing, and the strategic role of energy in the country’s next stage of growth and industrialization.

One conclusion emerged consistently throughout the discussions: capital for infrastructure is available; the challenge lies in turning opportunities into well-structured, bankable projects.

The event brought together stakeholders involved at different stages of a project — including the public sector, investors, developers, financiers and advisors — creating a space for dialogue and exchange that we look forward to continuing to strengthen.

We would especially like to thank all the panelists, as well as everyone who joined us and helped make this inaugural edition possible.

Our partner Carlos Vouga and senior associate María Belén Rodríguez León are featured in the International Desk section of The Legal Industry Reviews August edition, with an article on Investment Funds in Paraguay. 
 
In the article, they examine how the dematerialization of securities under Law No. 7503 on the National Payments System allows financial instruments to circulate electronically, securely and traceably, moving beyond the traditional paper-based model. 
 
This shift opens new possibilities for investment funds, fintechs and companies seeking more agile financing alternatives in the Paraguayan market.

Our team took part in two of the most relevant events in Paraguay’s business ecosystem.

María Belén Rodríguez León and Alejandra Aguilar Marin attended the 2nd ASOBAN Banking Convention 2026, the country’s leading forum for the financial sector, where national and international leaders discussed the future of banking, artificial intelligence, open banking and regulation, among other key topics.

They also participated in Paraguay Tech Week 2026, an event that brings together startups, investment funds and innovation leaders from across the region, with more than 3,000 attendees and participating funds managing over US$1.2 billion in assets.

We value these opportunities for dialogue and exchange, which allow us to stay closely connected to the trends shaping Paraguay’s financial and technology sectors.

Each recognition reflects the talent and commitment that drive our work.

In recent months, the Ministry of Labor, Employment and Social Security (MTESS) issued new regulations affecting workforce management practices in companies operating in Paraguay. Understanding their scope is essential to mitigate risks and ensure compliance with current obligations. 

In this context, our associates Antonella Llamas and Andrea Belén Oviedo, together with Hector Legal Cañisa, Director of the Employer-Employee Registry at the MTESS, participated in a webinar where they addressed the main regulatory changes and their practical implications for companies. 

During the session, the speakers provided a clear and practical overview of the new regulations and the key aspects organizations should consider to remain compliant with their labor obligations. 

At VOUGA ABOGADOS we were proud to sponsor a new edition of the AmCham Golf Cup, held as part of the celebrations marking the 250th anniversary of the independence of the United States, the 100th anniversary of the Asunción Golf Club, and the 45th anniversary of AMCHAM Paraguay.

We are pleased to share that our senior associate Juan Sebastián Silva Velázquez took part as a panelist in the International Arbitration Congress: The Modernization of Arbitration in Paraguay – The New Law No. 7561, organized by the Office of Legal Counsel to the Presidency, the Attorney General's Office, and La Ley.

The panel addressed some of the main current challenges and developments in arbitration, including the choice of the seat of arbitration, the extension of the arbitration clause to non-signatory parties, and the recognition and enforcement of foreign arbitral awards, among other topics of great relevance to the practice.

We thank the Office of Legal Counsel to the Presidency, the Attorney General's Office, and La Ley for the invitation and for creating this space for exchange and reflection on the evolution of arbitration in Paraguay.
